The borough was laid out in 1874 by developers who wanted a park by the sea, became its own borough out of Berkeley Township in 1898, and has kept itself low and residential by ordinance ever since. Route 35 runs the length of it and ends at the entrance to Island Beach State Park, the undeveloped barrier beach the state bought in 1953.
Year round it is a small place. Teenagers cross the bay to Central Regional High School in Berkeley Township, and a good share of the houses belong to families who have come back to the same block every summer for decades, which is exactly how jewelry ends up living in a beach house.
